Job Description

Arcadis is currently searching for a Senior Management Consultant, with 6 or more years' experience, to join our Water Management, Urban and Coastal Resiliency Team in either the Tallahassee, Tampa, or Plantation, Florida office.

With the support of one of the industry's leading technical and professional staffs, the Senior Management Consultant will support a growing base of projects throughout the U.S. market with federal, state, or local government clients related to hazard mitigation and resiliency planning, as well as project funding and implementation, to include outreach, grant application development, reimbursement, oversight, document management and audit support. Position responsibilities include, but are not limited to:

* Manages, develops, and updates master and comprehensive hazard mitigation plans, local emergency management plans, risk and vulnerability assessments that meet federal and industry standards, as appropriate.

* Support existing clients in navigating complex federal and state policy contexts

* Supports clients' needs in identifying, pursuing, and developing grant funding opportunities.

* Participate in client and project development track opportunities, identify client needs, and assist with proposals and marketing materials.

* Coordinates planning team and public meetings and performs or oversees data collection, documentation, plan development and plan approval by approval agency

* Evaluates clients existing mitigation capabilities through research of local plans, regulations, policies and programs and review of programs and documents.

* Works with GIS specialists and other planners on GIS map production, spatial analysis and geodatabase creation.

* Identify and incorporate data into resiliency and hazard mitigation plans and other documents performing risk assessment analyses on hazard data and writing significant portions of planning documents.

* Assisting with the identification and description of cost effective, technically feasible and environmentally sound mitigation actions.

* Provide other research and writing tasks as necessary to support a wide range of mitigation planning tasks and overall plan development

* Assist with other emergency management projects and plans including the development and execution of training and exercises.

Required Qualifications

* 6 years of professional experience with planning, risk and vulnerability analysis, and grants management.

* Bachelor's degree in Urban Planning, Economics, Accounting, Finance, Emergency Management, Civil/Environmental Engineering, Geography, Environmental Science, or related field.

* Familiarity with National Flood Insurance Program (NFIP) floodplain management regulations.

* Familiarity with FEMA, USACE, EPA, or HUD grant programs and regulations {including but not limited to the Code of Federal Regulation, Florida Administrative Code, applicable funding agency guidance and best management practices.}

* Familiarity with Florida-based and national resiliency efforts.

* Experience with flood hazard analysis and mapping.

* Strong capability to develop research reports, plans and presentations.

* Experience with community outreach, meeting facilitation, working with governments or hazard mitigation/resiliency projects.

* Excellent verbal and written skills.

* Ability to work on multiple assignments, simultaneously alone and as part of the project team.

Preferred Qualifications

* 6+ years of professional experience with planning, risk and vulnerability analysis, and grants management.

* Master's degree in Urban Planning, Economics, Accounting, Finance, Emergency Management, Civil/Environmental Engineering, Geography, Environmental Science or related field.

* Understanding of ArcGIS and basic skills in GIS map creation, geodatabase design, and feature/attribute editing.

* Working knowledge of federal pre- and post-disaster grant programs including PA (including 406 and 428), HMGP, PA, FMA and CDBG-DR.

* Knowledge of GIS, Benefit-Cost Analysis, Loss Avoidance Assessment, and the Community Rating System (CRS) a plus.
